Yes, a verbal agreement can still count — Fair Work Commission accepts claims without a written contract, as long as you have some evidence, like payslips or text messages.

There is an application fee to lodge with the Fair Work Commission, but it's not compulsory — you can request a hardship waiver if you're on a low income.
