NAATI CCL vs IELTS and PTE: how the points differ

Quick answer: NAATI CCL is not an English test and does not replace IELTS or PTE. Two separate rows in the same table

The Home Affairs points table for the Skilled Independent visa (subclass 189) lists these as distinct requirements:

Nothing in that table makes one an alternative to the other. A candidate who has Proficient English and a CCL credential is claiming from both rows. A candidate with Superior English and no community language credential is claiming from one. That is the whole comparison in a sentence, and it is why "CCL or PTE" is the wrong question. The real question is whether the 5 points are worth the effort and the fee in your particular case.

What CCL is actually testing

The Credentialed Community Language test is an assessment of your ability to communicate at a community level between two languages, English and another language. You interpret two pre-recorded conversations between a native English speaker and a native speaker of the language other than English. Each dialogue runs to approximately 300 words, about half in English and half in the LOTE, split into segments of 35 words or less. A chime sounds after each segment, and you must begin interpreting within five seconds.

NAATI states that candidates must be able to exchange simple information from one language to another without deviating too much from normal pronunciation, standard of expression, style and register, and demonstrate accurate comprehension and production in both English and the other test language. The requirement is upper intermediate skills in both languages, which NAATI equates to B2 on the Common European Framework of Reference for Languages.

So the skill being measured is transfer between two languages under time pressure. An English test measures your English. If your English is strong but you have never interpreted, CCL is still work. If your other language is strong but your English is shaky, CCL is also work, because half of every dialogue is in English and both languages are assessed. Who can claim the 5 points

Home Affairs sets the eligibility wording, not NAATI. To be credentialled in a community language and eligible for the award of points, you must have been accredited at the paraprofessional level or above, certified at the certified provisional level or above, or hold a community language credential for interpreting or translating from the National Accreditation Authority for Translators and Interpreters.

NAATI's own page puts it more simply: there are two ways to gain Credentialed Community Language points, which are to pass the NAATI CCL test, or to hold a NAATI certification as a translator or interpreter. NAATI adds that it does not provide any migration advice, and that before applying to sit the test you should confirm with the Department of Home Affairs or your migration agent that the CCL test is accepted to claim the points at the time of your application. What CCL costs and how long it lasts

The CCL test fee is $814 AUD. That figure comes from NAATI's 2026-2027 fee schedule, which is valid from 1 July 2026 until 30 June 2027, is listed in Australian dollars and includes GST where applicable. A review of test results costs $187 per application, and a practice CCL test marked by an examiner costs $165.

On validity, all new credentials issued from 9 August 2022 have a five-year validity period, while results issued before 9 August 2022 are valid for three years. NAATI is not able to amend the expiry date of a credential that has already been issued. That five-year window matters if your visa pathway is slow: a credential that expires before you lodge is not doing anything for you. What CCL does not do

Three limits worth stating plainly, because they are easy to assume away.

First, passing the CCL test is not a professional certification. NAATI says that if you pass the CCL test, you are not certified to work as an interpreter or a translator. It is a migration credential, not a licence to practise.

Second, a practice test result cannot be used for points. NAATI is explicit that passing a practice test does not allow you to claim points for migration, and that you need to sit and pass the CCL test or a certification test with NAATI. That applies to NAATI's own paid assessed practice tests, and it certainly applies to any AI-marked practice, including ours.

Third, CCL does not certify your English to Home Affairs. Whatever English evidence your visa subclass requires, you still need it.

Deciding whether to add CCL

Since the points are additive, the decision comes down to a few checks you can make yourself, without anyone quoting you a success rate.

Preparing, if you go ahead

CCL preparation does not look like English test preparation. There is no essay, no reading comprehension section, no scored writing. There is one skill: hearing up to 35 words and rendering them accurately in the other language, twice a dialogue, twice over, in under 20 minutes total, with only one free repeat per dialogue.

To pass you need a total of 63 or more out of 90, with at least 29 marks in each dialogue. Marking is by deduction: every test starts at 90 marks and marks are taken off for errors, each error costing a different amount depending on how much it affects the overall communication. That is why omissions and distortions hurt more than a slightly awkward phrase.

The most useful preparation is repetition on realistic material. Work through the Australian terms glossary so that words like Medicare, Centrelink and bulk billing do not stall you mid-segment, then run full dialogues under time on the free daily practice test, which is AI-marked segment by segment so you can see what was retained, omitted or distorted.
